Tanzanian President Samia Suluhu Hassan has stated that the late President of the Second Phase, Ali Hussein Mwinyi, was a reformist in political, economic, and social spheres who respected the rights of people and good governance.

Speaking during the funeral proceedings at Amaan Stadium, President Samia said Mwinyi oversaw political reforms by reinstating the multi-party system and allowing investment from private companies.

President Samia described the training she received from Mwinyi as that of a resilient leader who remained steadfast despite the tough conditions imposed by the economic policies of the World Bank and the International Monetary Fund (IMF), as well as having a weak economy. Nonetheless, Mwinyi implemented significant reforms.

She said Mwinyi was like a walking library filled with books on lessons of integrity, patriotism, tolerance, reform, courage, humility, and righteousness.
